Item 2. Approval of the Mission, Vision and Values Proposal

The wording in the sections below is approved:
  • The UIB Mission:

The mission of the University of the Balearic Islands, as a public institution, is to achieve integral human development and generate sustainable economic and social progress through studying, teaching, research, innovation, transfer and dissemination of scientific knowledge and culture, with its roots in the Balearic Islands and a universal openness to the world.

Item 4. Approval of the Methodological Guidelines for the Working Groups

The following methodological guidelines for the working groups have been agreed upon:

  1. Assignment: each working group must produce the following documents, within their speciality area:
    1. A justified proposal of strategic objectives to be pursued.
    2. A list of actions to achieve such objectives within the 2023-2027 time frame.
      1. Actions may start in the 2023-24 academic year at the earliest, and they must be completed by the 2027-28 academic year at the latest.
    3. A list of success indicators.
  2. Foundations:
    1. The proposed mission, vision and values must be borne in mind when drawing up the strategic objectives.
    2. Likewise, all contributions by the university community must be taken into consideration.
    3. The working groups may submit queries to the Strategic Plan Development and Monitoring Committee through their coordinators.
  3. Volume:
    1. Each working group must define between 8 and 12 strategic objectives.
    2. Each working group must have at least one strategic objective for each cross-cutting pillar.
    3. In order to achieve the objectives, a maximum of 24 actions must be defined.
    4. Each objective must have at least one associated action to achieve it.
    5. There must be at least one success indicator per objective.
  4. Meetings
    1. The working groups will mainly undertake their assigned tasks autonomously, making use of online discussion forums so as to keep face-to-face meetings to a bare minimum.
    2. The working group coordinators, alongside the Office for Strategic Planning, will be in charge of providing guidelines on how to perform the tasks assigned.
    3. Proposed meetings:
      1. Setting up of the working group: explanation of the assignment and work methodology; presentation of the mission, vision and values proposal draft; explanation of how the wiki works, as well as of how to use it to undertake the assignment and set up discussion forums; presentation of a complete example and setting of a deadline for members to make their contributions in the wiki.
      2. Deliberative meeting: presentation of a summary of all contributions; round of interventions to defend the contributions; identification of agreements and disagreement, and setting of a deadline to continue deliberating in the forum.
      3. Asynchronous meeting to approve the proposals
    4. From this meeting onwards, the working group coordinators must submit the proposals to the committee.
  5. Calendar
    1. In the first week of January, the working group coordinators shall report to the committee on the status of the work assigned to them.
    2. The work done should be presented to the committee around March.

Item 5. Approval of the Participatory University Community  Survey

The attached surveyintended as a tool to ensure the university community can participate in the first stage of contributionsis approved.

Item 6. Information on the Use and Operation of the Suggestion Box

All committee members are informed that:

  1. The Strategic Plan drafting process shall be publicised to the entire community.
  2. The approved participatory survey shall be launched.
  3. A suggestion box shall be set up.

In turn, with regard to the suggestion box, committee members are made aware that:

  1. Individuals wishing to make any suggestions will need to:
    1. Identify themselves (anonymous contributions shall not be accepted).
    2. Identify the relevant area: teaching, research, transfer and culture, management, or cross-cutting (the last item on the list being intended for suggestion cutting across various areas.
    3. Draw up a text or submit a document.
  2. The Office for Strategic Planning shall receive all contributions, and undertakes to:
    1. Keep a record of all contributions in the wiki site.
    2. Assign the requests received to the relevant working groups, in accordance with their area. As for cross-cutting contributions, these shall be allocated to all working groups.
    3. Inform contributors that their proposals have been forwarded to the corresponding working group(s).

The following index for the analysis document is proposed:

  • Introduction
    • An analysis of the institution's roots (history of the UIB).
    • An analysis of the environment: social and economic spheres.
  • Characteristics
    • Identification of strengths, weaknesses, opportunities and threats (SWOT) at the UIB.
    • List of distinctive features that define the UIB.
  • Current data and figures
    • Key indicators by area.
    • Position in rankings.
